Evaluating the Campaign

ONDCP initiated the Media Campaign in three phases with an evaluation component for each phase.

Phase I
Phase I was a 26-week pilot test that was conducted from January through June 1998 in 12 metropolitan areas across the country.

  • Testing the Anti-Drug Message in 12 American Cities: National Youth Anti-Drug Media Campaign Phase I (Report No. 1)
  • Testing the Anti-Drug Message in 12 American Cities: National Youth Anti-Drug Media Campaign Phase 1 (Report No. 2)

Phase II
Phase II, which was conducted from July 1998 until July 1999, released the Media Campaign to a national audience.

Phase III
Phase III, initiated in September 1999, marks the full implementation of the Media Campaign.
